Closing the Opportunity Gap

Puerto Rico faces one of the largest opportunity gaps in the United States: more than 1.6 million people live in or near poverty, and economic mobility remains out of reach for most. Meaningful growth requires equitable access to good jobs, support services, and opportunities for entrepreneurship, alongside policies that eliminate barriers and foster incentives to work. Despite the urgency for integrated solutions, Puerto Rico's ecosystem remains fractured, and the capital needed to scale rarely reaches the communities that need it.

PSI operates as one platform with two mandates: a Capital Mandate that designs and deploys investment vehicles, and a Community Mandate, a focused community engine calibrated to ensure capital delivers its intended results.

This system manifests in multi-service hubs, like Oasis 360, and coordinated partner networks designed to serve local core priorities. In every case, our goal is to build transformative, self-sustaining pathways to mobility.

Oasis 360 is PSI's flagship place-based strategy, a coordinated system that aligns education, workforce development, healthcare, entrepreneurship, and policy within a defined geography.

Through Oasis 360, PSI concentrates capital and the organizations in its ecosystem to remove barriers, connect residents to quality jobs, and support long-term economic stability. The model replaces fragmented interventions with an integrated approach designed for measurable, sustained impact. Our ecosystem delivers a layered portfolio of services that support economic mobility, putting each family at the center of solutions.

At its center is the Oasis Hub, a permanent infrastructure that brings this system to life, officially opening in 2027, and will anchor these programs in a permanent location for connection, community, and opportunity.

PSI has deployed over $100M across capital vehicles to design and implement place-based economic mobility systems in Puerto Rico.

This includes:

  • ~$43M invested in the Oasis Hub as core infrastructure
  • Federal, philanthropic, and private capital supporting program execution and expansion
  • A growing pipeline of investment vehicles designed to sustain and scale impact over time

Rather than funding isolated initiatives, PSI designs capital vehicles as infrastructure, ensuring resources are deployed in alignment, governed with discipline, and sustained beyond individual funding cycles.

What Makes It Work

How PSI Turns Capital Into Opportunity

A first for Puerto Rico

PSI designed and assembled a blended capital stack that brings together federal funding, Community Development Financial Institutions (CDFIs), New Markets Tax Credits, and philanthropic capital into a single coordinated structure, a model not previously implemented at this scale on the island.

Through this effort, PSI has engaged national partners who have either invested for the first time in Puerto Rico or expanded their presence significantly, including institutions within the NMTC and CDFI ecosystem such as Civic Builders, Local Initiatives Support Corporation, Nonprofit Finance Fund, Raza Development Fund, and Capital One, among others.

PSI structures capital in a way that aligns public and philanthropic investment to absorb early-stage risk, creating the conditions for private capital to participate with greater confidence.

This approach does not simply fund projects. It enables capital to move where it otherwise would not, expanding the scale and durability of investment beyond what any single funding source could achieve independently.

Before capital is deployed, PSI develops a deep understanding of the local context, mapping barriers, assets, and opportunity pathways within the defined geography. This ensures that investment strategies are not abstract, but rooted in real conditions, allowing capital to be directed toward solutions that are both relevant and executable within the community.
